Specialized Telecommunications Assistance Program (STAP)
The Specialized Telecommunications Assistance Program (STAP) is a voucher program that provides financial assistance to Texans with disabilities that interfere with access to the telephone networks for the purchase of specialized assistive equipment or services. The type of devices available under the program are on our website at Vouchers and Values. STAP typically covers the cost of most phones included in our voucher categories.
Vendor Registration and Reimbursements
Senate Bill 512 passed during the 83rd Legislative session, transfers vendor registration and reimbursement authority from the Public Utility Commission (PUC) to DARS effective September 1, 2013. PUC rules regarding the registering and reimbursing of STAP vendors become DARS rules and are enforceable by DARS. During the initial transfer of authority, no significant changes are expected to be made to the registration and reimbursement process.
