DARS Council Operating Procedures

A majority of the members of the council constitutes a quorum for the transaction of business.

The council shall meet quarterly and at other times at the call of the presiding officer.

The council may conduct meetings in different areas of the state.

Councils may conduct interactive town hall meetings with stakeholders and constituents to provide an opportunity for questions and answers. When possible, telecommunications and/or video streaming of the meetings may be used to provide broader public access to council meetings.

An annual calendar of meetings shall be created and posted on the agency or commission Internet site. Meeting announcements shall be posted in accordance with the open meetings law. Agencies shall also post proposed council agenda and meetings notes on the commission or agency Internet site, including supporting information and documents. Council members shall receive meeting packets at least one week before meeting date.

The agency commissioner or designated staff shall be present at all council meetings. Commission and agency staff shall assist and provide administrative support for the council.

The agency commissioner shall set the meeting agenda in consultation with the council chair. The council chair shall conduct the meeting. Open public comments shall be a standing agenda item for each council meeting.
